Clarification of definitions

Electricity market is the whole of relations between market participants, which includes wholesale and retail sale of electricity, based on the rule of law and the principles of equality, guided by the principle of a third party participation in the regulation of electricity transmission.

Free user is a user who has the right to freely choose the electricity supplier.

Suppliers are independent, public and guarantee suppliers.

Independent supplier - a legal person supplying electricity to free users and who has the corresponding licence for this business.

Public supplier is a legal person who supplies electricity to users in the territory specified in its business license, and to free users who have not chosen an independent supplier. Public supplier in Lithuania is Lesto.

Guarantee supplier - a legal person temporarily appointed to supply electricity to the free user when its current supplier is unable to supply electricity for various reasons.
